Can this mobo overclock?

ASRock 970 Performance ATX AM3+ Motherboard

Can it overclock an FX 6300 AMD Processor from stock speeds of 3.5 GHz to 4.0 GHz?

I made a thread asking what motherboard I should use, and I found this one. Now I need to know from someone besides the one who suggested this to me if it can actually overclock.

I also would like to know if the ASRock 970 Extreme 3 or Extreme 4 is better than the ASRock 970 Performance Motherboard.
