my problem wasnt simply booting at too high a res for the monitor simply a refesh rate the montor couldnt handle.. it wasnt too high.. just one it couldnt do.. which does include weird lower ones as well.. i think an lcd panel will only work at one refesh rate unlike a crt which can do all sorts..
i cant see any other answer to be honest.. the only way to find out is try another monitor.. u put the card in another machine which also included another monitor and it worked.. now try that other monitor on your machine.. i bet it works..

I used my old card to go into windows and delete my monitor driver, so my screen was frozen at 800x600.. Then i rebooted, switched card, and just waitied.. When it got into windows i could hear it logged on, and like 5 sec after, voila! I got picture! 
Nice to see its working fine! Of course a really easy fix too.
