Meh, don't play TW, and if P CARS only improves on the newer cards, won't help me a bit.

Or, would an R9 280x improvement benefit the 7970 as well?

A couple 7970 users are reporting only 2-3 FPS gain in TW3, while there's no feedback yet on the P CARS forum.

I'd expect the HD 7xxx series to gain performance as well, since the R7 and R9 GPUs are just re-brands. I'll have to try these with my HD 7850 (aka R7 265) and The Witcher 3, although I'm expecting the difference to be barely visible.

AMD has been rather slow with driver updates, not that any drivers will help with my 6850 (which is long in the tooth).

Sure, I'll give this driver a go tomorrow. I don't have any new games like TW3 to test, but I still enjoy updating the driver in my main rig when I can. :)

W10 and Dx 12 should show some gains for those cards.

Yes, the 280x is based on the 7970, but the 7970 utilizes only half as many Asynchronous Compute Engines (ACE). This I learned when researching which GPUs will support Dx12. The number of ACE units may affect how effective current driver updates are as well for all I know, since 15.5 results seem to vary a bit between 280x owners and those with 7970s.

It only makes sense that AMD would be trying to utilize ACE units more now, since Dx12 implementation is drawing near, and Mantle/Vulkan already exists.
