Computer turning itself on

A computer belonging to a relative of mine has presented a problem:
After installing windows 8.1, it keeps turning itself on 5-30 minutes after full shutdown (wakes up when put to sleep too)

I have tried:
- making sure the computer remains in S5 in APM settings in the bios
- disabled wake on LAN settings
- disabled the ability to wake up computer in both LAN and WLAN devices
- disabled windows update's ability to wake up computer

The temporary solution:
It looks like when I disconnect the wifi before shutting down, this hyperactive PC remains off

Its an ASUS VivoPC and I don't feel like testing the CMOS battery yet, is there anything else I should try to look for a long term solution?

Ok, I realize this may be a stupid suggestion...

But I got a new PC about a year ago, and my PC also started turning Itself on - at random times...

See the thing was I also had a brand new super sensitive mouse - and my motherboard supported all these new charge your USB devices whilst I'm turned off modes, and it turns out the super sensitive mouse was staying powered even though all its lights turned off when the data went cold as the mobo "shut down". (as could be confirmed with a cellphone camera that can see the IR pickup under the mouse even though its invisible to the naked eye)

If I moved or clicked the "off" mouse the machine would wake up out of OFF mode.

Since the mouse was so super sensitive I only needed to walk past or bump the table and the mouse saw movement and assumed wake up time.

Now if your mouse is on a less that perfect surface - or has a bit of hair in the pickup... hole... after about 5 minutes the mouse may go into low power mode and start pulsing the pickup instead of a consistent beam, and the reflections off a not too perfect surface or fuzz in the pickup socket could be interpreted as movement...

Just a guess.
