I'm guessing you don't mean the default gateway, you mean your public IP?

Your public IP should change unless you have a static IP purchased. I'd call them again and request for an IP change

The ISP might be changing to a Static IP system, for whatever reason. Similar system in place where I live. Can be changed with a call, but incurs a fee (differs from ISP to ISP). I think it's rare to find an ISP that provides dynamic IPs in my country, these days.

All cable ISPs here are dynamic and they charge a lot for a static IP.

If your ISP has his systems configured correctly then there should be only one Gateway IP that will work for you, the IP of the machine on the other end of your connection, and all other IP packets should be discarded.

Comcast here in the US of A will sometimes have multiple networks on a single HFC node depending on your residential tier plan or if you have business class with or without a static IP.

You can force a new DHCP address by spoofing the MAC address on the device connected to the modem. Most DHCP servers let a lease last for several hours so your options are:

A: Find out how long the DHCP lease is and leave your internet disconnected for that long.
B: Spoof the MAC address on your router to reflect something different and your IP should change the moment the modem is restarted and the new MAC is learned.

With respect to the OP's actual problem. If this is HFC/Coax, it sounds like the signal could be bad coming into his place of residence. His neighbor could also be on a different HFC node or rf trunk amplifier than he is.

If your using a router to what i used to do to get a IP change when rebooting failed is using fixed settings on the router which in turn would disconnect after a day or 2 as ( in this case )Comcast would assign a new IP.

its probably something on your network choking your connection, and rebooting the modem would cause it to timeout giving you a period of stability.

for example, i know someone who had nightmares with an unstable connection with lots of packet loss and dropouts, and it was just their iphone set to upload every photo to the cloud, and they didn't know about it.
