Dell gx 270 and LCD tv 42 inch

hello

one of my friend has dell gx 270 system /. it has agp slot .. he want to connect his computer
to a 42 inch LCD tv ..
Tv is Samsung .. and it has HDMI port along standard audio /video ports ..

so please suggest which graphics card he should buy or should he get a PCI-e system ..like gx 280

i think he can buy a USB to HDMI adapter? not sure how effective those are though.

no tell me about agp graphics or pci .. here in my country such device is not available
