Just wondering here but, How are you meant to know if your graphics card has disabled pipe lines.
You aren't "meant to know".
Look at the GPU database, and compare CPU cores- if you have a gpu with the exact same core model (i.e. r345) as a higher end cpu with extra pipelines, you could MAYBE unlock them.
any thing else you can't. An overwhelming majority of GPU's you can't.

You flash the card with a modified/ higher-end card BIOS. This then tells the card that it does indeed have more pipelines and it works with them. However if the card's pipes have been cut- and you do that then you've got a dead card.
