Ejecting HDDs VS turning them offline

Is it better to eject the HDDs through the task bar (hot plug must be enabled) or turning them offline through the disk management?
I think that turning them offline doesn't prevent Windows from spinning them whenever they like so ejecting could be better?
From the other hand I know no way to reconnect an ejected HDD through software alone.
And I guess there is also a 3rd method to disable the HDD through device management, which might be the best because you should be able to re-enable it afterwards.

Eject is the correct way if they are hot plug enabled. It ensures all pending activity is finished, any data left in the devices own cache is cleared, marks the volume as clean, and on newer hardware sends the spin down command and puts the disk to sleep essentially.
