FSB strap

Could someone explain to me what exactly is a "strap" or "fsb strap"?

Looks like it's when the FSB is dropped when the CPU is not under heavy load, similar AMD's Cool n' Quiet, Intel's Speedstep, which drop the FSB multiplier and voltage.
