GIGABYTE GA-P55A-UD3 bandwith loss?

So I heard that when you enable the sata 6gb/s and usb 3.0 the pcie x 16 looses it's bandwith by half. So my question is that performance wise when I am watching a movie or anything do I get stutters or what exactly do I loose.

If I don't enable sata 6gb/s and usb 3.0 i will get full bandwith right? and is this card super quiet if any one uses it ---->SAPPHIRE 100289L Radeon HD 5670 (Redwood) 1GB. Whats the difference between 1gb and 512gb? Any difference between framerates speed?
