I recently completed building a new PC (specs in profile), and use the MSI GeForce GTX 970 as a GPU. All has been well for the roughly week I have had my PC running for. However, I downloaded Corsair Link to day to use as a monitor, only to see my GPU fan isn't spinning at all, and the temp is a stable 59 degree Celcius. I have no clue whether this is normal (I imagine it isn't), if this is a safe temp, or if I have miswired something.

Also, there are random spikes where the program claims that the fans are spinning at hundreds of RPM for less than a second.

Did you visually inspect your card to verify if it was in fact not spinning? Sometimes these software applications don't report everything.

Yes, I have a glass panel on the side and they are definitely stationary.

58c - they should be spinning...Unless you have a custom fan profile that is messed up?

Ok, so just to be clear; my GPU has 2 fans and neither are spinning. But also, I opened up my case and just like Corsair Link said, every 5 seconds or so, both fans start spinning fast and suddenly stop.

I don't even know how to set one up and have never tried, so nada.

if its NOT in gaming , its doing that because it has the option to shut them off completely.
put a 100% load on it, and if the above IS indeed the case, they will run.
they basically ONLY run when needed for silence .
but if they are running, then turning off, it sounds like the GPU is simply keeping its temps under Xc.

older GPU's used to require a Custom fan profile to be edited to do this, so nowaday's, manufacturers build theyre GPU's with this function to make your PC quiet during low load times.

How would I put a 100% load on it?

Ok, so I played like 10 minutes of GTA V on the most intensive settings and the fans are spinning.

your GPU is doing exactly what i posted above, no reason to worry , its behalving normally. its called "zeroFrozr" from MSI.
enjoy the feature, and your all set. welcome to TPU btw.

look @ this video to put yourself @ ease.
pay attention to the 970 in the bottom left of the screen, you'll see it as the game loads, and the 3d engine load becomes enough to push the core temp over 60C, @ which point the fans kick on

Exactly this. 60c is cold for a GPU. As long as it spins up under load, no reason to be concerned.

My MSI GTX 980 Ti does the same thing, 0% until a certain temp and I believe its 60C...I would recommend either using a game known to place a decent load on the GPU or a stress test like OCCT.
