It seems that some software is running in the background using your graphics card. Any chance you caught some kind of bitcoin mining virus?

Can you check Task Manager to see what applications and processes are running.
Do you do any folding, crunching or mining on your rig?
The fluctuations in GPU load look similar to what happens when the GPU is set to less than 100% for those tasks, it appears to bounce constantly.

@puma99dk

using this app.. how can i know what exe is using my gpu?

Start up GPU Shark and in the top menu bar click on View and then click on "Detailed mode" then u should get a list of what exe files that's running and using gpu power, look under "Currect active 3D applications" like shown here below (This is from my own computer at home):

MSI Afterburner is showing a high GPU usage too, if the card isn't currently used for gaming or other tasks.
As @P4-630 said, unplug the computer from the internet and see if it drops.

Fan speed 16 RPM? The fan speed gets stuck... those are the crap drivers, your fan profile is borked. Look at the graph, it is constantly on slowest... the card overheats.

Did you already check if the problem is still there or not without internet connection?
And leave it disconnected for several minutes.

@Caring1
yes sir,
i tried both with and without internet. and still spikes.

do i need to be aware of this? i mean, will my pc broken or will my card be fried?

i dont get any much lag on games though but sometimes or rarely i get 10-15 fps drop.
