GPUZ-Low Power consumption/power utilization?

Hi guys,
About 10 days ago i noticed low fps while gaming in my PC, after checking and reinstall driver i found out from GPUZ sensor that my first 780Ti only run 30-46% TDP.

I have tried disable SLI and run with 1 GPU only but the max TDP usage still less than 50%, i also tried several version of older driver to the latest. even when i use burning/benchmark utility the TDP usage still low but the GPU load is full, the second 780Ti works normally and able to reach 99-100% TDP with full load.

both GPU cooled by custom watercooling setup.

any suggestion what may cause it? Thank you for the help guys.
