Graphics card artifacts (are they?)

Okay this gonna be way too difficult thread since posted about this problem long ago and the suggestions didn't work.
So I got GT730 GDDR5 (which I RMAd!!!!) cheap card with low power consumption to replace the old GT220 and being able to play some casual games. Did it and even played Assassin's Creed Black Flag for weeks with it. Without going into much detail this is what happens. Everytime the gpu clocks chage e.g. YouTube flash player, video games, benchmarks I get some fuzzy dots all over the screen which are barely visible but annoying and unacceptable to me. If I stress the GPU with FurMark it gets even worse. Initially I thought it was my power supply. And what do you think I did? Bought quality Corsair 500W PSU. Also as I mentioned I RMAd the card with another GT730. But NO boom same thing happens.
So good folks. Tell me is it my MotherBoard or that I use VGA adapter to my monitor or my monitor doesn't like the card. The card is odd x8 2.0 PCI-E and my slot is x16 1.1. Is there some correlation here? It's difficult question isn't it...

*Tested all sort of drivers, voltage changes with EVGA precision, downclocks and two different OSs.

That's the weird thing. It doesn't appear in screenshots. Go figure....
Then you have a faulty card and replacement is your only option.

Not sure why are posting exact same as last post with little information; *reading OP's answers [*which were rather arrogant] here moving on:

First things first
Go here fill in full system specs including hardware manufacturers: Names, Make, Model & OS 64/32

Lets get this strait
vga card is new or replaced GT 730 GDDR5 [exhibits same issue]
PSU is new or replaced and meets power requirements
This is not driver issue as OS is clean install or has been deep cleaned [Yes]
While testing system will be at default clock speeds [Yes]

TPU community need to know [this will help the community give best advice]
Are the artefacts visible when booting to bios screen? [Yes/No]
Monitor make and model - what inputs are used?
What cable is used and if have tried a new cable?
What resolution is used/recommended?

Note: edit first post and add GPU-Z screen shots and other info

thats normal, artifacts sometimes doesnt show on anything else than hardware connected to your graphic card

where did you get this info?
this card is PCIx16 ver 2

I would remove card inspect the connecter fingers clean them clean the slot reinsert /reseat the card
If the card is still reading as x8 and it has been tested in another slot/machine then you may have a damaged PCIx16 slot
Or he is putting it in a X8 slot that looks like a X16.
It's always easier to tell from under the board.

I would inspect your PCIE slots carefully for dust or corrosion, use compressed air to clean them out. If the card keeps reading x8 that may be your issue right there.

But still, we need more details and pictures to really give more pointers.

*sigh* no man I'm keeping it as symbol of bad quality product. I don't care for the card anymore anyway. I'm using fine gpu right now. Gigabyte has defeated me.
