The fan is at 50% and the idle is 45°C, that is more than fine. Just set up a proper fan profile and you shouldn't have any issues.

I haven't changed the fan and now it's at 66C. It goes up and down as of now.

That is why you need a fan profile and not just setting it to a hard percentage.

I'm very well aware of how to use a fan profile and have one for Precision tools. It's not a huge deal I've already decided to get an AM cooler.

Wow! As I suspected your default voltage is way too high; most cards have 0.987v and yours is 1.038v so there's the answer to your problem. My cards can do stock clocks with 0.925v reducing heat, power consumption and noise a great deal. Try to lower the voltage as much as you can, they work in chunks of 0.013v like this: 1.038v, 1.025v, 1.013v, 1.000v, 0.987v; see if you can do stock clocks at 0.987v or lower while checking your temps.
