It may be as simple as trying another PSU. We would need to know the model and outputs though before being able to say it is or isn't.

like this you mean?? its normal. ignore it and move on.this was just from the GPUz gpu test too, not even a game, and this 970 has a WAY higher power limit than any stock 970, or AIB for that matter for the most part.
and as you can see from my specs, my PSU is about as good as it gets PSU wise,

thats not right.
if it WAS Vrel it would limit, but not to that degree.
what are your temps?

let me see this in action , upload a screen shot of it please (a gpuz screen shot) use the button on the top right of the GPUz window

and enter your system specs please.

i would increase the temp threshold on the main screen of afterburner, and see if it helps, just for the hell of it. use the little arrow pointing up, its in this screencap. it'll just increase how hot the GPU can get before the fan kicks in. or you could just try setting the Fan to 70% or more, and see if it being cooler helps, but it doesnt really look too hot in that pic

mine used to do that b4 i modded the bios.but not so bad.

What type of cooling do you currently have on the CPU and what is the placement of your case fans?

i have a coolermaster liquid cooler for the cpu and one case fan on the side panel facing the north-bridge which is where the mother board is heating up at.

So it's the VRM's heating up due to not enough airflow around the CPU area? If so, this is the downside of liquid cooling.

Do you have a small fan you could set up close to those vrm heatsinks? Or a spot-fan?

Newest hotfix 396.94 driver has fixed some p-state issue, you could test this driver if its any better, also uninstall 3dvision driver if not using it.

Good lord in heaven. That's enough Power Limit throttling to make the card seem like it's idling. VREL isn't your problem, man. PWR is. Raise the power limits, either via pushing the power target slider to max, and if it doesn't get rid of that nasty green stripe, then you'll need a custom bios.

Not sure what the rest of this is about....I see no problems except the PWR perf cap reason. lol
