Will this card be able to run the witcher 3 on low ? I see the minimum is a gtx 660... but im guessing that is to be able to run it at a decent res at a decent frame rate.

They are pretty much on par for performance, depending what brand of 6950 you have it might flash to a 6970 which will give it the advantage. I know Sapphire cards have a good record of being able to flash easily.
Don't try flashing the card if it doesn't have the dual Bios, or you haven't tried before, bricking a card is easily done.

Its a powercolor with the bios switch. not the best brand but it hasnt given me any issues, will look into possibly flashing the second bios to see if I can push it up to the 6970

No one really knows as no one has the game but going how my 6970 ran i thinking you will have to turn off the AA at the very least. Might have to lower the textures too as the 2GB will limit what you get.

Best just waiting until the game is released and seeing what others say then and try to decide if you be happy about how it would perform with the 6950.

Interesting read, it basically says the second BIOS is preloaded as the 6970, I have read the same on another review of the Powercolor card too.
Core speed increases to 880MHz but memory speed remains the same at 1250MHz, although I'm sure it wouldn't be hard to overclock it to 1375MHz using the right software.

If it is reference then you can do the shader unlock using w1zzards guide. If it is not then you still can use w1z's guide but will need to do the bios "bubble gum" mod to allow the bios to be flashable.
