I have been trying for hours how to figure out how to get my newish sapphire hd3650 gddr2 512mb video card to work in my acer m1100 AMD64 x2 Be-2300 @1.90Ghz with 2048Mb of ddr2 5300 kingson (memory 2 sticks) with an hitachi 250gb hdd primary, maxtor 120gb slave running Windows Vista premium 32bit. the problem im having is every time i install drives for this card the hd3650 ddr2 version it askes to restart then when windows tries to load i get really bad artifacts then the computer freezes then i am forced to uninstall my drivers and revert back to vista's vga driver which uses the card fine my MB is the acer f690gvm bios version 6.00 pg please ovver assistance

I had a similar issue when my old 9600Pro decided it was done working right...I went through 4 PC's (family rigs) before it died, but it would act in the same way...standard VGA drivers were OK...ATI drivers would make it go nuts...eventually it wouldn't even display right with the standard drivers or even during the PC POST boot procedures...I'd say exchange the card, and if you can afford it snag a 3850/70, if not, exhange for the same card and try again. I could be way off but what you describe is very similar to the issues I had with my dead 9600Pro.

EDIT: I tried drivers that came with the card, to new drivers more than 2 years after the card was released, all had the same effect in my case.

No it's not your card, it's the drivers. I just look though drivers. And you card isn't list. I'll see if the made a specfic set for your card.

ok thanks for all the help but i am still stuck in the water i wonder if my mother board could be causing the problem it as a bios update which i found once but can't find anymore and CrackerJack's driver fix works great but now i get artifacts.

IMO, it's a dud, request an RMA through NewEgg and exchange it. Not much mroe you can do, sorry bro. It happens.

I think he can just get a refund.
I'd try refunding it and holding onto the money for a bit. Save up and add a little to it and possibly get a Foxconn 8600gts for 64.99. It's a very nice card for so cheap.

ok now that my new card has arrived i am still having driver problems mostly with the CCC its not picking up my tv for some reason and i can't use any extended display modes please assist if you ever had these problems.

Because that GT costs 10 dollars more than the GTS I suggested? Did you just read the first half of what I said?
I'd have just sold/returned the 3650 and spent the same money on an 8600gts. The 8600 is decently stronger.
The problem is probably conflicting drivers. Try using Driver Cleaner or something of the sort and installing the drivers again. Avoid 8.7.

Well if your want the artifacts to go away do this
download the latest ati hotfix drivers, note hotfix drivers are not found on game.amd.com
start the install, cancel the install, just aslong as the install extract the drivers
go into your device manger, manually install the driver
its usually in c:\ati\support???\Packages\Drivers\Display\LH_INF
make sure the subfolder search box is checked
trust the software install
Ya dont want to have any catalyst software installed
after installed goto guru3d.com and download the latest ati tray tools
after install right click the tray tools icon, goto Hardware -> Smartgart
Turn all these options to on, damn amd for being idiots on their drivers for vista
reboot
goback to the same place verify their all on
wala problem is fixed
only thing ya might have to do is turn on geometry instancing for race driver grid..
plus your games should run smooth as a baby &$* , enjoy
