I have a Samsung HD103SJ and HD Tune reports it idling at 35/36 centigrade. Good or bad?

That should be fine ( it's good ), worry more hitt5ing over 45c+ some take more but there is no reason you should not be able to keep it under 45c.

Keep a good 120mm fan on it check it every 6 month for dust build up you should be just fine.

As long as you stay below ~40°C on the long run, you're fine. No worries.

My two WDs currently idle at 32°C with just a 120mm Yate Loon fan on 5V.
