Help me solve this mystery

    Q6600 + Windows 7 + 550 ti + 301.42( best drivers for my card ) + Need for Speed Hot pursuit 2010 = GPU Usage stuck at 44% / 1600x900 = 19-27-50 fps, 1920x1080 = 17-30
    1360x768 = 20-44.

    Q6600 + Windows XP 64 + 550 ti + 301.42( best drivers for my card ) + Need for Speed Hot pursuit 2010 = GPU Usage 99% 1920x1080 = 55-60 frames all the time

    I don't understand why on windows 7 nfs 2010 runs like crap, but on XP moving at 55-60 frames without any problems at 1920x1080. And the funny thing going back to windows 7 its the only game that i have trouble with. No point in going back to XP on this rig anyway because games work better in windows 7 now due to me installing those perfect 301.42 drivers which seems to be the correct driver for my 5500. Any ideas?

    Is my CPU bottlecking the GPU only in windows 7?
    should i test out my amd 5750 with NFS ?
    Trust me changing drivers won't help, i pretty much tried every nvidia driver for my card, all from the 260-270-280- and recent ones.
    Is there a CPU optimizer for the Q6600 i don't know about?
    Is there a CPU optimizer for the motherboard i don't know about?
    I am upgrading to a new CPU soon, just thought until i do so, maybe i can figure out what the issue is.

    Also why is my CPU speed not at 2.4ghz right now?

    When idle isn't the cpu still suppose to be at 2.4?
