HL2 CD Questions

I know Valve is offering the games HL2 and CSS on Steam in three packages: Bronze, Silver, and Gold. I personally do not want to be a part of the preload because I want to own the actual CD, and I dont want to go through the process of having to redownload HL2 and CSS every time my computer breaks down. Does anyone know if the CD packages will include both HL2 and CSS, or will they be offered in the Bronze, Silver and Gold Packages
