EVGA Precision, much simpler than Riva Tuner, has almost everything you'll ever need.

Just use the latest version of Riva tuner. You can use it to control the fan speed and oc your video card.

If you want a more permanent solution you could download RBE (radion bios editor), modify the fan profile in the bios, and flash the new bios to your card.

Edit: I though I read you were on a ati card but I guess not. It is possible to do the same with a Nvidia card but I am not sure how as I have not had an Nvidia card in a while.

I use NiBiTor v4.6 to flash my nvidia bios to change my fan speed or clock/memory speeds. It is available at mvktech.net.
