I've installed the new 4.9 drivers but I have no idea how to use them to over clock my power color 9600pro 256m card.

I tryed the ATI tool once. But it was with my old ATI Drivers, It ramped my core speed up from 200 to 230 then it started dropping. I stopped it at 225. I figured that is wasnt enough of a gain in power to risk my videocard. Should I stop fast write function before I run it again?

Yeah disable fast write in BIOS and in the card settings
Also you must be talking about your memory clock speeds, because 9600 Pro's are supposed to have a 400 mhz core frequency.
225 is a safe memory freqency
The core speed all depends on the card and the cooling.
