Years ago I was running GTA IV very smooth on my pc with cpu e7200 and a HD 4870 on windows vista.
Now I have a laptop with a GTX770m and i7 4700hq cpu, but now I get frequent 15fps frame drops from time to time. My old system scored P9483 in 3d mark vantage and my new laptop scores P18146.
The only specs that were better with my old HD 4870 are the Bus width 256 Bit vs 192 Bit on my GTX770m and the Bandwidth 134.4GB/s HD 4870 and 96.2GB/s on my new laptop. Are these frame drops related with bus width and bandwidth or were the drivers years ago much better optimized for GTA IV?
The latest watch dogs driver did not improve it either.

Is GTA installed on your SSD or your hard drive, and is the hard drive 5400RPM? The reason I ask is that GTA streams a lot from the hard drive, especially when you are driving at high speeds. It is basically streaming the entire world from the hard drive, which is why you don't really get load screens when travelling from one part of the city to the other.

It's installed on SSD.

I have no idea then, my only suggestion is to try turning down the textures one notch and see.

I had the same effect, I wanted to change the resolution from 1080p to a smaller size but I could not lower this because it said I had reached my maximum vram which was not true and I already use a commandline.txt with commands so the game can see the 3GB vram my card has.

Could it be memory bandwidth related? The HD 4870 had more bandwidth.

And I use the nvidia optimus graphic settings for optimal performance in the game. Its just on some roads I get around 50fps and other roads it drops to 15~17fps from time to time.

Well installing gta iv on my pc i usually download the special driver from NVIDIA its a old driver !

Gta iv kills all hardware that's why im playing gta iv liberty city stories its a bit better than gta iv in terms of optimization !

and yes im waiting for Gta V to arrive on pc i hope you are as well ! *:p

dont understand how the resolution can effect the ram xD

But be aware! Even a gtx 760 desktop gpu can only get about 25 - 40 fps all on high settings ofcourse presuming you had everything on high settings ??? :D

But most of the time I have 40~50fps and then it drops to 15~17fps on some streets and I'm using recommended settings for my GTX770M.
I found a driver on nvidia website from November 2013, but I it was for windows 8, I have windows 8.1 now, so I would not try it.

I just hope GTA V will run much smoother as I read on the internet GTA IV was not optimized for PC.

I can't change the resolution and some settings to medium, then I get a warning that there is not enough vram!! I have 3GB of vram, and it's enough for setting everything to high!

Finally found the solution! :p No more frame drops! :D
I always have my laptop on "Power Saving" mode, when I changed to "High Performance" the processor was at full speed all the time and no more stuttering! :p
Happy now :D

Was just going to say, first thing to check on a LT used for gaming is if it's still in the default power saving mode.

I have a few factoids and recommendations to add though.

1. The smaller bus width Nvidia went to is not a problem because by then they'd figured out a way to get WAY more efficiency out of 192 bit, even back with the 600 series.
2. The 770m only produces just under half the G3D Mark score the GTX 770 does, as it's a hugely downclocked LT variant. It still scores over twice that of the 4870 though.
3. I rec you get an appropriate LT cooler if you're going to game a lot on it, and keep the internals dusted out at least once a year. Make sure you get a cooler to fit the size and vent spacing of your LT.

When playing GTA IV the gpu temp runs upto around 70s and the cpu up to 75, that looks quite ok to me.
My laptop has no air inlets on the bottom for the 2 fans, thats why I dont think a cooler pad makes that much of a difference by blowing air to the bottom of my laptop, but I could be wrong...

Yes I always have it plugged in. Since I bought it it was always on "Power Saving Mode" even when plugged in, never thought about it to change it to "High Performance" :p

My laptop has no air inlets on the bottom for the 2 fans, thats why I dont think a cooler pad makes that much of a difference by blowing air to the bottom of my laptop, but I could be wrong...

What brand/model is your laptop?

I was playing GTA IV for about 45 minutes today and the GPU got 69c and the CPU 78c, at what temperature would they start to throttle?
I had about 50 fps average by the way :D

i7-4700HQ Tjunction max is 100c but I don't know at what temp it would throttle.
GPU is GTX770M.

My MSi GT60 sometimes throttles due to a buggy 120/180w power limit. CPU frequency drops to 800MHz and all temps are under 70c. Check your clock speed graphs for your CPU.
