MSI Afterburner has a setting to show it as well.

Depends on the game, some, like BF3, have built in counters you can access as well. In the case of BF3, hit the tilde to bring up the console and type "render.drawfps 1" (without quotes) to see its own counter.

I'll throw out a shout for DxTory, which not only has an FPS meter, but can be set to any color you choose including custom colors. It also has a built in frame rate limiter that can be set to any FPS. When recording it shows two FPS meters side by side, one for game FPS and one for capture FPS. This is because unlike Fraps it does not cause lag due to being able to use two or more HDDs to write the file. It also has many other features Fraps does not and only costs a few bucks more.

Dxtory sounds pretty good. I've been wanting to try other framerate counters.

I like MSI's OSD since it offers more than just fps. I like seeing the GPU usage, clocks, and vram usage. It's just nice to have :)
