also ben, your motherboard has a case intrusion system thingy, you dont have it enabled or anything? make sure that theres nothing triggering those jumpers, etc.

thats all i got, manual has nothing whatsoever about troubleshooting and support.

yeah this happened while changing my wife mobo, alot of times a new board will support dif. ram, and it's something that is easily overlooked, irritating, and makes it seem like you'r board is dead, ddr2=cheap you can get 1gig for like 20 bucks of the cheapest ram. go to their website and check the specs to see what mem it supports. just some thoughts.

are there memory voltage jumpers on the board? if its memory beeps and the memory was verified to work with other boards, then you have a voltage problem. theres an overvolt jumper on my board which gives my ram 2.44v,that was the only way i could get it my board to boot with my ram sticks as first since my ram needs 2.2 and the bios has stock settings of 1.8 and the current bios for biostar's only fully supports 3 different ram companies so yeah.. thats how i got over the problem.

Well both. DDR3 is high bandwidth but for DDR3 1333, you suffer relatively huge latency issues. Most common vendors make modules running at CL 9 and that's over two times compared to DDR2 800 coming in CL4...rarely CL3. There are some exotic modules going CL 7 for DDR3 1333 made by OCZ, they're priced at ~$375 for a 2 x 1G kit. I've set my eyes on that. Hopefully we see a price-slash by summer.

Back to the core issue, borrow someone's DDR2 modules for a while and use it to test your setup soon, don't make a RAM purchase decision as yet. We really don't know what's screwing with your setup.
