as someone else mentioned you CAN do it by hand if you build a very simple one using parts from radio shack (or the like). you will need a good knowledge of electrical engineering so you know how to connect all the curcuits and you will need a solid programming knowledge so you can program the chips you put on the board. at best you could put together a mainboard that perhaps could make some basic calculations. you will also need to get some sort of video chip and input controller. good luck.
