I cannot confirm or deny, but I can say that it's 99.999999999999% likely.

It's built into the hardware even.

It's also part of the Intel/Hollywood deal, that has DRM built into SandyBridge processors. I've been laughing for months at all the people that heard of this way back when, said they'd never buy...then saw the performance, and forgot.

And to your question, I say...so?

As far as, your PC... OK.
However, do you use an Android phone or Windows phone, how about tablets? How do you get your apps... what about the OS and apps that are pre-installed.
Are you connected to the networks?
Have inspected every bit of code in your hardware/software?

If one does it, I am pretty sure others do or will.
Unless someone or many stand up against the tide.
Seems it may be the price of doing business with the corporations.
And, I expect the term corporations goes hand in hand with governments.

@OP> Looks to be, possibly, true.

So, put up that foil hat and join the rest of the world in the matrix... Or, disconnect from the network and live in a log cabin, maybe a deserted island; or, is that what they want you to believe you are doing... :twitch:

Disclaimer: This is just my opinion and supposition, not based in any fact that I have seen or can document.

    P.S.
Also, this should been posted in Network/Security or Science/Technology, not Motherboards & Memory.;)
