I almost got the black version of this fan controller recently but I decided not to because from what it seemed, you couldn't control your fan speeds until you were logged into Windows. Is this true?

Yes, this is true. The unit has no "brain" of its own, it is dependant on the Windows software, so when you boot up, all fans spin at maximum, and after the software starts, the unit slows down the fan speed according to what you have set up in the software.
