Low fps with 390X on GTA V

Hello everyone!

So i have this problem that i get really low fps in gta v. I have 4x MSAA and 1920x1080 resolution, everything else is maxed out. I get like 30-15 fps and it is just horrible. Im using the new crimson drivers. I have TX650 psu but it cant be that because i ran prime95 and furmark at the same time and it was fine. My gpu or cpu doesnt thermal throttle and cpu and gpu usage is normal. I got this gpu couple months back but i only played CSGO and some other not so gpu intesive games. I have re-installed drivers like 10 times and i dont know what to do anymore. And sorry for bad english.

CPU: i7 4790k
GPU: Strix 390x
Motherboard: Msi pc mate Z97
PSU: corsair TX650V2
Ram: Micron 1x8GB 1600Mhz (i got this really cheap my old ram broke when changing motherboard :/ )

Heres what I run... and you need to be much more specific when you say: 4x MSAA and 1920x1080 resolution, everything else is maxed out.

GTA has a shit ton of graphics settings to tweak. Including the Advanced tab.

Heres what I run with a similar rig to yours, differences being my i5 4690k to your i7, and I have 16Gigs of RAM over your 8Gigs.

Firstly are you using V-Sync and I am not sure if there is an AMD equivalent to Adaptive V-Sync (Half) but make sure anything like that is off.

Also be sure you have a paging file set up. This games uses ALOT of pagefile. I have mine set to 12-18gigs

Heres my settings in game, I usually play with no MSAA, but sometimes will play with MSAA x2. (Also FXAA disabled) I really never go below 50-55FPS, and usually am sitting around my capped 59 fps.
