There are a couple more steps, and it may take a couple hours to perform the format.

Yes, you mentioned that XP would not install also.

So, you tried a new SATA cable and moved it to a different port on the motherboard, correct?

I am debating whether we should try zero-filling the drive before we go any further.

The drive is a new and unused drive, correct?

the sata cable etc was all switched out. this drive is brand new, purchased last thurs. and i did not attempt to put win 7 on it until yesterday

when i get to step 3 in the command prompt there is no disk to select from. do i continue on to step 4?

Restart the PC, hit F2 as soon as the POST screen comes up to enter the BIOS, and see if the drive is there.

I am familiar with your particular BIOS, but it might be under Configuration.

Or, where you set the Boot Priority when you trying to get the Windows disk to load?

i went to the "boot" section of bios and it does recognize my hard disk. it gives the initials of the company and the model type

It should be under SATA Controller Mode.

it shows that the hard disk is connected to sata port 1. should the chipset sata mode be on "ide"?

Under Configuration>SATA Drives>Chipset-SATA Mode, correct?

I believe that IDE is the default, if there is an AHCI option, select that.

OK, make sure that the optical drive is set before the hard drive in the boot priority.

If so, press F10 to save the settings, answer yes if it asks you if you want to save and exit.

The PC will reboot, (with the Windows disk in the optical drive) and then we need to try the Command Prompt format procedure again.

Let me know when you get there.

diskpart:create partition primary:virtual disk error: the service's cache has become corrupt

below that it says "diskpart has referenced an object which is not-up-to-date. refresh the object by using the rescan command. if the problem persists exit diskpart, then restart diskpart or restart the computer"
