need advice on these to obsolete partitions

So i have these two old partitions one is a old Dellutility that is not needed anymore and the other is the very old Recovery partition from old oem win 7 that is totally not needed, can i remove these format them and merge the two into one and make a extra space?. let me know i upgraded to win 8 along time ago and forgot i had these or i would have done a clean install back then.

You can always reformat each one and then merge and reformat again if it won't let you merge at first. Or, you can shrink one partition as much as possible while expanding the other to take all that space. I've literally done all these things when hdd have been stubborn.
