No. I run 4.5Ghz at 1.43 volts.
http://img.techpowerup.org/090326/23224.gif

And since playing with GTL and VTT and reference volts i have actually got it down to 1.41v. However 1.41 on watercooling is equal to about 1.48v on air. The cooler chip requires less voltage to maintain stability.

Yeah, thats true, good point. In BIOS I believe I was at 1.44v with that screen shot...Now Im around 1.42v bios and 1.41 in Win7.

Well I get 1.43 in CPU-Z and I'm 1.45 (not exactly 1.45 but it's 1.45 with 3 numbers after).

Could be cooling, could be ambient, could be CPUs just different. Either way I think we can both say you arent going to hit 4Ghz with 1.3v. Maybe on LN2 or Peltier.

O.K. well after some messing about I think I am going to have to settle for 3.91Ghz as I can crank the CPU up and it seems to remain stable until I load the ram and then reboot :(

I have tried 8x, 8.5x, and 9x on various FSB and the barrier seems to be 3.9Ghz with I suspect memory failing each time...

Current Voltage/Timings attached...
Could be I simply have to provide new RAM or cool the CPU significantly more using water which I'll know in about 3 or 4 days... all the helpis appreciated :D

I would advise using your BIOS options.... not the Gigabyte OC utility in windows... its not a precise, and every time you losd your windows, as it (windows) loads.. its also changing your OC so your CPU is getting an even bigger load than it needs in order to load windows.. just my two pennies. ;)

:) I only use it to test new clocks/voltage before setting the bios manually, I have noticed a number of discrepencies on the ET utility. But it does make it easy to show all my voltages / clocks quickly for posting...

There is a HUGE thread at XS about the Q9650 and most chips require about what mind does for 100% linpack stability, some more. I can do lower for 100% Prime small fft stability.

On most boards setting your setting your PLL to 1.50 will cause it to overvolt, that is why I reccomended 1.56.

Yes I know about the thread on XS. This is not like the Asus board where 1.50 is the lowest that can be set, it can go down to 1.05 and the next step after 1.50 is 1.57.

I have no idea where you heard that, but I do not agree with that at all. The majority of Q9650's I have worked on, and read reviews on, need about 1.36 - 1.38 volts to hit 4.0Ghz, and 1.42 volts to hit 4.2GHz. ALso they require excellent cooling to run at those levels. If you really tighten your GTLs and CPU VTT and Skew rates you can get the voltages down a little more.

Are you talking about a QX9650 or a Q9650 because that seems to be more in line with a QX? Look over the thread on XS, even the not so good max vid chips are doing 4.2 at 1.36-1.38.

Ok a minor thing I've noticed and wondered if anyone else has seen this...
After running prime95 for 10 mins I am noticing my core temps drop slightly (about 3 or 5 degrees) and stabalise there, if I quit prime95 and restart it I see this repeatidly.

I'm not putting extra cooling or taking the case side off... any ideas?

some thoughts on trying to hit 4G with air cooling -

first, quads tend to run hot - make sure your cooler is clean and dust-free, make sure the TIM has been applied properly, and make sure the cooler has more-than-adequate air flow. Even still, it's near impossible to be able to maintain a quad at 4G on air - idle temps will be warm, but going into load will torch the CPU (when I did my 4Ghz run on this Q6600, I was breaching 105C core temps under load).

Second, adjust via BIOS over any OC utility. BIOS adjustments, although more tedious, will be more stable no matter what. Besides, most modern boards will stop after POST if the OC settings are too extreme for the hardware or run into an immediate issue, possibly saving you from borking your equipment.

Third - I can't say 100% for sure with the Q9xxx procs, but the Q8xxx procs are BUS heavy and more instability arises there. My advice, work on getting the BUS up to what it would need to be at for 4G, while lowering the CPU multi. This way, once you have a stable BUS, with no issues from the DRAM and SYS, you can start increasing the multi and vcore and bring the CPU back up to where it needs to be for the 4GHz mark.

I've currently managed to get stable at 3.94 Ghz with a 493x8 FSB which runs the DDR 800 Mem at 986

CPU PLL - 1.56
CPU Term - 1.3
CPU Ref - 0.76
CPU Ref 2 - 0.80
CPU Vcore - 1.3
DRAM Voltage - 1.9
Dram Term - 0.9
Channel A Ref - 0.9
Channel B ref - 0.9
MCH Core - 1.3
MCH/Dram Ref - 0.9
MCH Ref - 0.76
ICH I/O - 1.5

The Core temps are still under 63 Degrees C under full load...

WOOT I've managed to break the 4GHz mark! Temps are a little higher than I would like on Air but my water blocks turn up tomorrow which should lower them significantly. Attached images of voltage etc (all set in bios not by Easy Tune 6) and I'll be trying to tweak them lower (or run faster CPU on water). Roll on Monday when I can fit the Swiftech Apogee GTZ and the EK full cover HD4870 X2 coolers!

Thanks to everyone for the input... it seems 4 x 2GB DDR II as well as a q9650 really stretches the NB, and i'm suprised the ram overclocked by 20% given it's not a high spec ram.

Out of interest does anyone have an idea of how high the q9650 can be clocked on water?

Your voltages look much better now. I'll bet you'll have better performance if you went 9x445, with 4-4-4-12 timings. I think that ram should be able to do that at 2-2.1vdimm. Even at what you have now you should be able to run 5-5-5-15.

Strangely I tried that clock setting but unstable, also using the 8x multiplier equiv resulted in unstable. I'll try the ram timings and see how that runs.

Now watercooled...

Core temps seem to max out at about 60 while idling at 50... however I have CPU -> HD4870 X2 -> HD4870 X2 -> 240MM dual pass rad... not suprised at the core temp however onboard reports CPU not exceeding 40 degrees (down from 60).

Oddly since watercooling GPU-Z reports an anomoly on one of my GPU-MEMIO temperatures, most sit round 45-50 degrees however the odd one reports 90 degrees but all other temps on that core (including GPU DISPIO at 45-50. I've checked the paste and thermal pads and pressure and its the same between both blocks so assume this is some glitch as all the stress tests report fine.

Update:

Tripple checked everything and went with the hunch the sensor was wrong, I have just ran 3DMV and after a thorough thrashing the temp sensor now reports in line with the others...
