You'll get a bottleneck for sure but then even the X1950pro 512mb is bottlenecked by the P4.
Despite this you will be able to play games better than before.

Using AGP card that is native PCIE with translator chip (every card above ATI 9xxx series ) and VIA chipset is bad idea. Despite what chipset, mobo and GC specs say you have to try it to know it for sure how will come up.

    $35 - AMD 4200+ - http://www.newegg.com/Product/Product.aspx?Item=N82E16819103214

    $48 - cheap mobo, decent brand - http://www.newegg.com/Product/Product.aspx?Item=N82E16813157147

    $69 ($59 after rebate) - 3850 - http://www.newegg.com/Product/Product.aspx?Item=N82E16814131096

    total - $152

It looks as though those 3650AGP's are about $99 online, spend the extra $50 and future proof some by moving to an AM2+ board, a dual core, and a far better video card than the 3650 for $30 less. The improvement should be massive.

It would be in your best interest, it just isnt possible to salvage an AGP system anymore, the price of the videocards have skyrocketed.
