New Pc Build stuttering

Here are the specs :

Intel Pentuim G3220 (3.00 GHZ)
Gigabyte H81M - S2PH (Rev 2.0) Motherboard
DDR3-1600 Transcend Jetram
Evga 740GT SC 1GB GDDR5 (Uses a 6 pin for extra power :/ )
LG Super Multi Dvd Writer GH24
Huntkey 450wat Psu

When we got the build the onboard gpu was not disabled so there might be other settings that might be a problem.

When its goes idle (black screen) after wake up there are delays :0
Even moving icons or opening folders cause a stutter while windows is installing 179 updates by the way so I'm not sure if this count's :|

I also need to say far cry 3 was played on High settings without any problems!

My first suspicion is a problem with the HDD. Run HD tune and tell us your average, read, write and latency score.

Ultra on Farcry 3 isn't happening on an 740GT. It's an entry level card so you're looking at low to medium settings for such an intensive game.

That's an understatement. My 6870s in crossfire can't do Farcry 3 in Ultra because I run out of VRAM and I need CFX to get 60 FPS at high @ 1080p. I think medium is a stretch and it won't run very well. Frame latency will not be consistent with this GPU as it will be overburdened by the game, I don't think you'll be able to easily fix that short of replacing the GPU with something more powerful if the OP wants medium-high.

Got 11.5 for access time
Couldn't do write performance

I think its the ram
Ive looked at the g3220 it only supports Drr3 1333 MHz
But the new build has Drr3 1600 MHz and it had a voltage of 1.6 where in the bios it shows 1.5 :/

To make this more worse we cant set the voltage ?? xD

Why couldn't you do the read and write performance? Did it fail? Maybe you have a physical hard disk drive problem, there is no reason the test should fail.

By any chance is your HDD making a clicking noise?

You do realise you can increase the RAM's frequency in the bios?
