heat generator ... pfah! stop the delirium (it's becoming a old cliché and too much people think it's true unless they tried it), CPU maybe and i concur on your cpu choice as i use a i5-4690K and i had a FX6300 before (which one was running cooler on air? take a guess? nope not the i5, the temps where pretty similar )
but for GPU ... any good brand custom cooler 280X or even a 290 will run cool enough and eat a 960 for breakfast (ok maybe not the 280X i can only talk for 290/970 rivalry xD ) and be a tad cheaper depending the deal you can find ...
a 4460 is way enough for a 960 altho ... but you might want a 4670/90K and a Z97 mobo (or not, the initial choice is good )
btw ASRock is a good brand if you take the Extreme 3 at last (the rest from them is good too ... but a bit less i might add)
I have no problems with their gpus just their cpu's!

Your old power supply should able to handle the GTX 960 2G, you dont really need 4G vram, since your are running on 1080p monitor.

You don't need that big of a PSU. I ran a PII 805 and GTX 460 on an Earthwatts 430. Your system will pull less.
I normally expect GPU's from companies like Galax to be a bit less refined, use more electricity, and make more noise(s) than the big 4. (EVGA, Asus, MSI and Gigabyte)
Case: Your system (as spec'd in the OP) will use ~200:oops: 250-275 watts. You don't need 14 fans to keep it cool. A case that uses 2 120/140 mm fans to push air in will be fine. The Thermaltake Versa H21 should do nicely, but it's hard to beat the 200R.

Edit: o_O MSI GTX 960 4G is R 4,099 and a GALAX GeForce GTX 970 (97NQH6DNB4TX) is R 4,999? Get the 970! (need a 500-550 watt PSU)
Edit #2: A R9-270X would really help with the budget and you'd only lose about 15% performance.

I agree about the PSU. You can look at a review here of an overclocked 960 that's only pulling 130 watts at peak.

I doubt with your i5 and an overclocked 960 you will see more than 300 watts for your system most of the time. Nvidia recommends 400 watts and that is plenty unless you want to leave room to upgrade later to a power hungry GPU.

I would say since you're on a budget then look for a quality PSU somewhere around 450 watts. Just make sure that it has enough amps on the +12V rail. I would say 30 amps minimum should be fine even with overclocking. 35 amps to be on the safe side I guess.

My preferred brand is Gigabyte so I note the GA-Z97-HD3, which will support your preferred CPU, is currently on sale (after rebate card) at Newegg.

The Antec Three Hundred Two is currently on sale for $64.99 and then another $10 rebate on top of that for $54.99. I have used both Antec and Corsair cases and like Antecs better. IMO, they seem to be more sturdy and "true" (exactly 90° bends). I have the Corsair Carbide 300r on this machine and I like it, but I note the side panel is very difficult to align to put back on properly because the case is not exactly "true" and seems to flex more than my Antecs.

The Antec 300-Two has 1 x 120mm rear fan plus 1 x 140mm blowhole (top) fan. The Corsair 200r comes with 1 x 120mm front and 1 x 120mm in back. Blowhole fans are fantastic and Antec 140mm fans are about as quiet as you can get while still moving massive amounts of air.

I'd get the MSI card. I agree you can go with a smaller PSU, but I think your choice of a Gold is wise. A Gold rated PSU will cost a little more up front, but will save you money over the life of the PSU, and then some.

Check your motherboard's RAM QVL for supported RAM. You don't have to buy listed RAM, but you do need to buy RAM with the same specs as listed RAM. I recommend 8Gb as a minimum, but no more than 16Gb.

I agree about the PSU not needing anywhere close to 650w. As an example, I've never seen the system in my system specs draw more then 350, and usually when fully loade Skyrim is running it is 280! Sp you could go a bit smaller, still buying high quality, and save some money.

I think you should drop the SSD and get this build, a build with r0 280x would be only R1000 cheaper, but you will have an higher power consumption and significantly lower gaming performance

I've seen 780s run fine on 450W PSUs alongside OCed 4770ks, a 4770k+970 draws far less power.

I agree about the PSU not needing anywhere close to 650w. As an example, I've never seen the system in my system specs draw more then 350, and usually when fully loade Skyrim is running it is 280! Sp you could go a bit smaller, still buying high quality, and save some money.
is the cs650m good enough for a gtx 970 ?

It's a Gold certified unit, are you confusing it with the CX?

Yeah, CX units aren't that great, but the CS units are not a greater league better. They're GreatWall OEM, not bad, not brilliant. Exceptionally average. Perfectly good for the OP's requirements, just not high end by any standards.

Good gold rated PSU for budget builds. Depends on your outlook on PSUs I guess.
