ok seriously now , did you connect the power-on "cable" button , at the right spot .

The markings of "power-on" "Reset" some times are the other way around.

Download the motherboards manual , and check the connections again .

If you are unsure , bridge the power-on pins with a metal .

Even moreso, the switches just make contact :D There is no such thing as "backwards" on a push-contact switch...

To test with what ? ... with a non bootable system .

With a compatible CPU... This motherboard came out of a running system before, so there must be a CPU in that house to test with.

At those P4 motherboards , if you replace ram with out to completely shutdown the PSU (unplug mains),
the memory controller burns out.

No memory controller , no boot.

well the whole mobo and cpu were in use before i upgraded my bros rig and the whole mobo and ram and cpu sat unused for months but now i have replaced CPU MOBO and RAM so basically its like putting a new rig together i have build rigs before and now i dont know why i am having trouble with this one

Yes it did but know it wont work i tried a different Psu and nothing and also i tried taking the mobo out of the case and nothing

Make sure the heatsink is seated nice and tight. If it's loose the system won't boot.

The last thought it could possibly be, since you have switched everything. Are the psus that you are using both garbage? No-name brands? Low wattage/amps?

ummmm so if the heatsink isnt tight enough it wont boot ha...... what if its too tight?

Let me get to my step by step program then :D

- it's been in the closet for a while?
check for dust, especially in PCI/RAM/CPU slots/sockets.
BIOS battery could be dead, but that wouldn't mean no POSTing normally as far as I know (I could be wrong on that)

- everything's worked together before?
remove everything you added to the known working configuration, add a known working PSU and a known working VGA card (if no onboard VGA present)

- does it get power? check:
fans spin up, sure, but are the connected directly to the PSU or to the motherboard?
lots of boards have an indicator led to show it's getting (correct) power

- no beep error codes?
check the board for an onboard small "beep speaker" or a connection for that, which is usually on the same place you connect the power switch etc.

- still no beep error codes?
often forgotten: some boards have a "speaking BIOS", which I think is ridiculous!, add a normal set of speakers to the setup and put the volume up a bit.

- still nothing except some fans spinning?
no matter how ridiculous, but check your monitor as well, replace with a known working monitor or vice versa on another system

Last, but not least, I've seen this before, but with various causes. The most annoying was when I figured out a stick of RAM was in the slot, but only lying in it, not pushed in :D Took me a while to figure that one out...
