I have rma'ed my Asus Maximus Vii Ranger Z97 mb and currently using a msi Z97S SLI KRAIT with my artic F12 PWM case fans, i don't think it is doing a good job keeping the fans at a constant low rpm.

Most of my artic fans i am using in pst mode and since i have asked on another forum about how long rma could take, (could take many weeks before i get a new mb or my old back, 100% working) i would have to get a fan controller to be able to better control the fan speed, unless i want to wait for my old mb or a new one to aarive from rma (could take weeks), i have ordered the NZXT Sentry Mix 2 for 6 fans which is exactly how many case fans i use.

My Msi mb can go as low as 25% for my Noctua NH-D15 cpu cooler, but unfortunately it can only go as low as 50% for case fans,(The NZXT fan controller can go as low as 40%) but according to artic specs my fans are surpose to be able to run as low as 200-300 rpm or 20% pwm = low noise.

If i want to run my fans at 20% and up using the NZXT Sentry Mix 2 fan controller can i use low noise fan adapters like the ones from noctua http://www.noctua.at/main.php?show=productview&products_id=69&lng=en which is not that expensive considering how much noctua fans costs, to make the minimum speed less then 40% (closer to 20% then 40%)

I would suspect the NZXT Sentry would run them at 40% voltage, which probably won't run them at 40% fan speed. I wouldn't combine fan controllers unless you had to. The NZXT controller will only control voltage, not PWM.
If you want to control your fans with PWM, you'd need to supply them with a full 12v and a 20% PWM signal. If you want to control them with voltage, you should not give them any PWM signal (they'll run at 100%), then vary the voltage until you get the desired RPM. The voltage method typically requires trial and error, but you should be able to get the fans to spin at whatever speed you want that way.
