Odd HW monitor behavior when using negative offset

when i use negative offset I get really high reported voltages for the IA and ring-LCC
currently experimenting with 4.5 @ 1.29v vcore and 1.155 ring ... but the IA voltage is reporting a absurd 3.3V for the "IA" and 2.2v for the "Ring"
both hwmonitor and cpu-z's report confirm this I know the chip isn't actually getting that much voltage but the question is why is HWmonitor reporting that

I am asking because I reported the issue to the HWmonitor team but could't get a response
