I've ran a few benchmarks and it's scores lower than other's:

Seems it's performing as if it's at 4GHz, here's what I should be geting

My OC is stable and has been stress tested, gamed with, etc

But single core benchmarks it performs well:

Is one core underperforming? Is this even possible? Here's my temps, one core is always less hot than the rest for some reason:

Here's my geekbench v3 score:

I get pretty much the same score in wprime and I have 2400C9 memory like in the review so we probably can rule out memory speed.

"Is one core underperforming?" I don't think so, it is normal for every core to have a different temp under load. Both my previous i7 930 4ghz and my current i7 4930k have cores with different temps under load, min-max difference is a whole 9 degrees celcius on the hottest/coldest cores of my chip.

The reason for this performance could simply be tons of addon programs running on your PC. Stuff like Antivirus and other bloatware can slow down your PC considerably.

no bloatware running, should I try it again in safe-mode?

I consider even the GFWL, Steam, adobe reader, java etc that are afking on you task manager as bloatware when benchmarking. Win7 with no extra crap should have 40 processes.

edit: fact is, when I installed new window7 with my new hardware in September, I was getting P14700 3dmark11 score, now I can't get above P14100 and supposedly the drivers are newer and better.

I also agree with TheHunter below, you could raise the voltage a bit, wont hurt, u got a rly low stable voltage there.

Well 1.14v @ 4.5Ghz is really low for a 3770K, maybe its a little underpowered and then throttles down to compensate lower cpuv. Keep its lower cpu voltage for now but try to raise cpu System voltage a bit (offset) ie 0.020v+

I've seen this by me, ie RE5 fixed benchmark (jobthread=8) at ~42 - 52% mark there is the most demanding cpu part and if cpu is underpowered it will have lower fps and fps drops there..

Underpowered 200-215fps
proper voltage & cpu current % and Vccsa, 226-230fps.

EDIT: or that techpowerup Wprime bench is not consistent enough...

I just tried wprime 2.10 on my 4770k @ 4.5ghz and i get 182.12sec.

Hardwarecanucks used wprime2.05 and that is a little slower compared 2.10.

Idk, maybe its also OS depended..

what do you get in cinebench15 or 3dmark06, vantage, 11, firestirke physics scores?

Try IBT running on high and see if Glops stays consistent between each loop, if it varies a lot then its probably not getting enough voltage.

theres loads of different variables to take in to consider when benchmarking 24/7 setups.

Like OS, RAM, tweaks, drivers, LAN, resources, different bench versions etc.

Best way to determine is to get others with similar rigs and run the same bench at the same speeds. But from what i see it looks fine.

Also safemode stops most services that actually optimise windows and drivers.

AFAIK, if voltage is too low, he'd see instability not a reduction in performance Also, that may be displaying idle voltage, need to run prime95, etc. while CPUz is running.

It can happen, its enough to pass wprime, but fail in more demanding scenarios. Im not saying its his problem though, he mentioned he's ok in games, etc.

Well this is what happened by me when I typed that reply above (tested lower OC a bit), wprime passed while later it failed in that RE5 fixed benchmark almost at end. Although be me it was digi+ power current fault. I lowered cpu power current from 110% to auto and ram power current from 120 to 110%.

Wprime is really sensitive to voltage and unpredictable at the best of times.
For example my 3960X at 5Ghz gets 10% score deviations between runs and I easily got higher scores by just pushing higher voltages but with the same 10% deviations. I also have yet to break my Wprime record even though I ran higher speed RAM CPU and an optimized OS so really Wprime is not something I like to use to gauge performance.
So try 1.2V and if that doesn't fix your score give up on Wprime and use a benchmark like Cinebench to compare to reviews.

Dont run that with offset voltage.. or will go berserk like in your screen 1.39v :O

I would ignore that wprime bench at this point.
Like I mentioned before try to run cinebench11.5 or cinebench15 or 3dmarks physics tests, those will show real consistent performance/ scores.

edit:

Here is my cinebench15 scores and Aida64 voltages, but yeah i know its not really comparable to 3770k clock vs clock, just to give you an idea, I think you should be getting ~ 800cb or so.
