If you can't find a 96sp 9600gso, then a ddr3 4670 is just as powerful. So go for either! You chose.
There both great cards and really the only two cards you should look for. All the rest are crap.

You said no external power for GFX. AFAIK, all GSO's have external power (I have 2 of them). If you're trying to get to that performance level, get a GT240 (GDDR5). With rebates, you can get them down to the $40's. Also, no issue with a 400 watt PSU.

9800 GT green is a very nice card if you can find one cheap
