Implying that the image can be bigger than 200x200.

And the error message: "Your avatar's file size is too large. Please upload an avatar no bigger than 50 KB."

Even if that is truly the reason, I think that's still an issue, because it is never stated that the limit is 200x200, nor that that was the reason it failed.

Try changing the format of the picture, from PNG to JPEG.
I've had that issue on other forums and changing it helped.

OK it works now, the system still needs work though.
Properly specifying what file types are accepted and giving correct errors would help.

Contact info will only accept a number for Steam profile ID.

I long ago set a custom profile ID, but it won't take 'videogame57' as a valid ID.

Isn't the issue the file was too large and the .jpeg was smaller and so fit into 50KB?

No, actually, in this case the JPEG was bigger, but they were both under the limit.
I think the problem is PNG is unsupported, but not stated, and the error is not handled properly.
