My friend wants to run a 4350 Radeon on a 350w power supply combined with 2gb RAM and a 4850e, will this work?

We need the full specs. A single case fan can take up about 20 watts average and hdd's take up some too.

    According to ATI website:

The ATI Radeon™ HD 4350 graphics card consumes less than 20 watts under full load, making it the ideal choice for implementation across a large diverse install base of desktop PCs.
