Problem with a brand new 7700xt. Display stays black and the PC beeps 1 long 2 short after starting it. Need help!

Possible causes and solutions:

A. PCI-e power connectors are whacked. Try different cables if they are present.
B. PCI-e version issue. Try forcing 3rd gen in BIOS.
C. BIOS issue. Try updating the BIOS to the latest version.
D. Not sure if possible but it might be the CPU being partially impaired and thus unable to work with gen 4 PCI-e devices. Try a different CPU.

It's not unheard of for newer GPUs to not boot on systems that have been released prior to them. I still think this is power related however, something wrong with the cable/PSU, I asked you what cables did the previous GPU used and what cables does this PSU have available.

He had GTX 1070 ti but i don't know which model exactly.

I can't reach him atm and i am not sure if he now fix it or what's going on. I think as well the solution is somewhere here if he try these steps..
If i know more on the current status i will post what happend. But for now i think this should help to solve the issue if he checks all the stuff awready mentioned above.

If it was a 1070ti there is a good chance it either had 1x8pin or 1x8pin + 1x6pin, so no 2x8pin like this card needs, if the PSU/cables are the problem this could explain why that card works and this one doesn't.

I looked up this PSU, it only has 2x8pin, which is bizarre for a 700W PSU, so this has to be tested on another PSU to know for sure if this is the problem.

This also happened to me when going from a Nvidia card to my current AMD card. I had a black screen and nothing else.
(all the LED's were on and the GPU had power but no signal to the monitor)
The only thing that worked was resetting the CMOS. Now it's booting and running with no issues.

Nice catch i didn't notice that. My first feeling about this was awso to test the PSU.. It's up to him next if he can acctually do it and have access to another PSU. So far i can't reach him but i will forward all the info we gathered so far to him..

He try to reset CMOS with removing the batterie but only for like 20-30 sec and putting the batterie back. Now i'm reading everywhere that it needs to be for a couple of minutes up to 5 min befor putting the batterie back. So maybe the CMOS reset didn't trigger. I remember resetting mine aways in like 5-10 sec with the batterie and it aways worked (maybe now it needs longer on newer motherboards?). So maybe that could have solved the issue if we can confirm that indeed didn't properly reset on his side. I will let him know about this later..

I had the same thing happen to my RTX 3070, and it was a pain to troubleshoot.
I also had the same beep pattern, and the post code+debug LED on my msi x470 gaming m7 told me it had trouble initializing the GPU.
At times, the PC even booted to windows and still had no video. Reinstalling my 5700XT works fine.

I would suggest that your friend boot the 7700XT off the 2nd PCIE x 16 (x4 electrically) slot, and see if it boots. You can also try using HDMI if it is currently using a Displayport cable and vice-versa. And if it does boot on the 2nd PCIE slot, try booting it off the first x16 slot. That's how I made my 3070 work with my motherboard for a while before updating my uefi broke it again and I had to sell the 3070 to a friend.

I just checked on MSI official site about his Motherboard and as it seems it uses AMI. But when i check the codes for AMI there is no 1long + 2 short beeps i only see that "Award" has this.
So i'm wondering now if this beep code isn't on AMI what will the 1 long and 2 short beeps mean then ?

Award will just keep making long bleeps until you shut it off. If it's for RAM. There are no short bleeps for RAM init failure with Award BIOSes that I came across.
