Problem with ping in Counter Strike:Globaloffensive

Hello everyone,my ping goes up to 1000ms and falls to normal(just for 2sec),this happens on both valve servers and community servers,this is happening after i had problems with AMD driver(previous beta driver didnt work for me,yesterdays new driver worked for me).When I tried to play counter strike :Source ,it also had the same problem.i have tried reinstalling CSGO and Steam,it didnt work.But Battlefield 3 had no such problems it works fine without any lag.i have checked task manager closed all useless things .i dont think its my ISP's fault because i have been Using it for more than 3 years never had such problems,my friend is playing fine(same ISP) he is playing fine. pls Help me.I dont know if i could post it here sorry if its wrong

Open up task manager and monitor your network usage while in game. Also, run a speedtest check to see what your average normal ping is.

Are you sure when your Ping is spiking that you are actually encountering latency lag, or maybe a visual bug or something?

Wired or wireless??

Are you playing on U.S. servers?

Wired internet,iam playing on Singapore servers(i lag on all servers,community servers also).Iam thinking of 2 solutions either by reinstalling windows or by getting a new modem(i have tried changing cables)
