It's not temporary load that matters, it is long term. A lot of those calculators overestimate in order to account for the degradation of the power supply in 1-3 years. If you load a 620w PSU with 680w PSU, it isn't very likely to last much more than a month.
Drawing more than the specified wattage for any PSU for any ammount of time is likely to kill it, and how quickly that happens is not always the same. I've seen people's PSUs light up on fire from handling too much. It's a horror story, but that kind of thing can happen with power supplies.
