Push/Pull config

Lets assume that a branded fan can do 35CFM @ 1200RPM in push or pull config.

Am I right to think if I half the RPM (600RPM) and have 2 fans in push-pull config I should maintain the 35CFM?

Not quite how that works and there is a lot more involved beyond just CFM.

Leaving theory aside, pressure increase and on average 20-30% increase of CFM.

^^ This! it won't quite work out that way as @cdawall says, and with a heatsink or radiator, Static Pressure of the fan is just as important. Therefore, WHICH fans you select is important and will need research.

What do you wan't to do?

Take some Vardar ER and chill out... they go as low to 300RPM, and when needed ramp up to 2200 blasting 77CFM, just adjust your curve.

Ok..i guess this leads to my final and probably the first i should've asked.

Can I run the push-pull config at lower speeds and maintain the characteristics of only push or pull at higher speed?

Only push sucks anyway. Pull with a shroud gives better noise/airflow ratios.

It actually depends on your rad thickness, and case flow. You will have to experiment. Just tie the FAN to CPU and that's it, maintain your preferred Tmax. Just plug off one, then another, and write down the results at certain RPMs. There is no other way really.
