what there saying is the gray shit that goes between the heatsink and the cpu is already applied to the heatsink for you open the package, put cpu into the motherboard cpu socket lock it down pull off plastic bottom of the heatsink that protects the pre applied thermal paste attach cooler done,
its a retail box cpu all retail box units come with heatsink + fan + pre applied thermal compound,
OEM cpus do not.

I remember the first time I ordered a CPU, it was an OEM Athlon XP 2500+... had to wait another week to set it up because I didn't realize it didn't come with a heatsink\thermal paste >.>
