I am running 2 liquid cooled 7970 in crossfire with 1200mhz coreclock @ 1225mv. The temp of the top card is about 46 and the 2nd card is running at 50 in full load. is this normal for i know the 1st card should run hotter than the 2nd card.

My second 7970 runs hotter than my first 7970. It's usually right at around 39* and 40* (crunching) and 41* and 42*C (gaming). I wouldn't worry about anything, sounds pretty normal.

Since they are liquid cooled, you probably have the loop flowing counter-clockwise so the bottom card is right after the top card and gets the warmer water. The top card running hotter almost exclusively applies to air cooled cards, as they suck in air from the bottom.

the temperature difference of water entering and exiting your radiator is almost certainly going to be a 1C difference at most. thermal paste or a slightly bad mount deviates more. Unless you'r using 1/4" or thinner tubing, the bullshit about block order is well, bullshit. Thicker tubing, or more flow (say an MCP355 or D5) will have even less difference.
