RAM Speed on BIOS Isn't the Same on System Summary

Previously when I installed some additional RAM, I went into the BIOS to manually set the memory speed to 1600MHz, the max speed of all my sticks.
I was updating my HWiNFO software today and noticed that it says in the memory summary that my RAM is running at 800MHz, not the manually set 1600MHz.

Which speed is right? Why does the BIOS and HWiNFO both conflict with each other?

I believe that is the correct reading. Double Data Rate = 800mhz or 1600 mhz

My 1866mhz ram shows half the speed in AMD overdrive as well.

Also point to note, you are not running in dual channel. It is always best to pair 2 identical rams of the same. If going for 4, then 4 identical ones. Dual channel usually starts from Row_0 + Row_2 or Row_1 + Row_3.
Check your motherboard booklet, it should help.

EDIT: I would highly suggest you to remove the 4GB X 2 corsair rams.
Place the 8GB stick into both the black colored ram sockets (which is DDR3_0 and DDR3_2, you can see the words on your motherboard. If not sure, check your booklet.) and you should notice your system running 2x faster.

That is incorrect, he is currently running in Dual-Channel, there is no need to change his memory configuration.

Yup, some motherboards eschewed the normal every other slot pairing. Who knows why?

well it even says ddr3-1600 so... always be on the lookout for any reference to the right number
